Speaking to a special pre-conference meeting of the Cabinet this morning, the Prime Minister said the Labour Conference in Brighton next week would focus on ‘Securing Britain’s Future’ in a world of rapid change.

Tony Blair said the only option for new Labour was to push forward with the next stage of radical reforms needed to ensure public services focused on the needs and expectations of hard-working families.

The Prime Minister told the Cabinet:

“We have to secure Britain’s future in a world of rapid change driven by globalisation, new technology and new economic powers such as China and India. My recent visits to China and India have brought home even further the magnitude of the global challenge we face. We have to change and modernise for a purpose – to equip everyone for this changing world. Faced with the opportunities and insecurities the future brings, our New Labour government must manage this change and not turn our face against it. We must equip our people for the future in a way that is driven by Labour values, managed for the benefit of everyone, not just a few. Resisting change as some have advocated recently will only let the country down and lead to a more unfair and unjust society. The Tories ‘laissez faire’ approach will leave the hard-working majority vulnerable and ill-equipped.

“Our task is to manage change in a way that is fair and just, for the benefit of everyone.

The Prime Minister said “Whatever it takes, the Labour mission is to build a society where those who work hard and play by the rules are in charge of their communities and getting ahead in their lives. Our vision is clear; a country more equal in its opportunities, more secure in its communities, more confident in its future.”

He said the autumn would see a raft of policy papers setting out detailed reforms in schools, care outside hospitals, the Respect agenda and welfare reform to take forward the manifesto commitments. The Labour Government will push on with the shaping the challenges of the massively changing world in a way that delivers modern public services, driven by Labour values of social justice. The alternative is to become an inward-looking party, trying to hide away from the realities of the modern world. We will not do that.

Tony Blair said he would use the Conference to thank party supporters for their huge role in delivering an historic third term for Labour. In his welcome message in the Conference magazine, the Prime Minister says “I saw for myself across the country how hard you worked. Without your tireless campaigning, your deep roots in communities and the role you played in shaping our policies and agenda, our victory would not have been possible. The real reason for celebration is the chance we have been given to embed and accelerate the changes we are making to this country – renewing Britain as a modern social democracy and building a more prosperous and fairer country with opportunity and security for all.”

The Prime Minister also told the Cabinet that Labour was re-elected in May with a large majority because the British people share our values and our aspiration for a dynamic and fair country extending opportunity to all our people. He promised the Government would continue this drive and couple it with a major programme of Labour party renewal to ensure local parties were able to campaign using modern methods and with effective networks of local support.
